PROBLEM TO BE SOLVED: To effectively improve tracking accuracy by effectively irradiating a tracking target with a tracking beam.;SOLUTION: The present invention comprises: a tracking target group calculation section 110 which determines different tracking targets detectable by irradiation of a single beam as a tracking target group based on a signal acquired by an electronic scanning antenna section 101; a tracking beam parameter calculation section 106 which calculates beam parameters indicating an irradiation schedule of a tracking beam as well as an irradiation area in accordance with a relative positional relation between the different tracking targets included in the tracking target group; and an antenna control section 109 which determines an activation schedule of a beam irradiation operation by the electronic scanning antenna section 101 based on the calculated beam parameters and controls the beam irradiation operation of the electronic scanning antenna section 101 based on the activation schedule.;COPYRIGHT: (C)2012,JPO&INPIT
