PROBLEM TO BE SOLVED: To provide a fluidized bed incinerator etc. capable of effectively reducing the amount of nitrous oxide to be generated, without increasing facility cost, while reducing the amount of carbon dioxide to be generated when fossil fuel is burned.;SOLUTION: A fluidized bed incinerator includes: a first fuel supply part 15 disposed in an upper layer of a sand layer part 1A; a second fuel supply part 16 disposed in a lower layer of the sand layer part; and a combustion control device 20 controlling the amount of fuel to be supplied to the first fuel supply part and the second fuel supply part. The combustion control device includes: a first control part 21 controlling the amount of fuel F1 to be supplied to the first fuel supply part so that a lower combustion temperature of a free board part 1B becomes a first target temperature or higher that suppresses discharge of nitrous oxide; and a second control part 22 controlling the amount of fuel F2 to be supplied to the second fuel supply part so that a temperature of the sand layer part becomes a second target temperature or higher that pyrolyzes organic sludge.
