PROBLEM TO BE SOLVED: To enable the improvement of efficiency of coding a luminance signal and a color difference signal with a small circuit scale even when the encoding of a YUV 4:2:2 signal.;SOLUTION: When a color moving picture encoder performs conversion and quantization processing to a luminance signal of a difference image, if an input signal is in a YUV 4:2:2 format, divides a conversion block shape of a color difference signal into rectangles in which the vertical dimension is constantly twice the horizontal dimension, and when encoding an obtained conversion coefficient with a variable length encoding unit 13, applies the allocation of a context index value that is applied to the conversion coefficient of a YUV 4:2:0 color difference component by repeating for every two blocks in the perpendicular direction.;COPYRIGHT: (C)2015,JPO&INPIT
