PROBLEM TO BE SOLVED: To provide a care worker carrier path formation device capable of forming a carrier path of a care worker while balancing training and work by interlocking a training plan with a work shift.SOLUTION: A care worker carrier path formation system 100 includes a training plan generation device 110, and a shift generation device 130. The training plan generation device is a device for generating a training plan to a staff belonging to a care office. The shift generation device is a device for generating work during a prescribed period of the staff belonging to the care office, a so-called work shift. Since a work shift including a work shift obtained by taking respective skills of the staff into consideration, and a training plan for forming a carrier path of the staff is automatically generated by using the care worker carrier path formation system, a human resource development system of the staff is formed and shortage of human resources due to IT introduction of work is eliminated.
