PROBLEM TO BE SOLVED: To provide a system that predicts seats elected in the national election before voting start by using a statistic mathematic method from data of the past identical condition while incorporating an announcement effect.;SOLUTION: A prediction system of the number of seats according to the political party is achieved by using an election prediction device connected with user terminals. The system is configured by: receiving data necessary for prediction such as the number of the qualified voters of the national election, the constant number of seats, the number of votes, the number of survey support or the number of internet search from the user terminals; then calculating the percentage of votes obtained according to candidates or the political party on the basis of a third curve prediction expression calculated on past data by a statistic mathematic technique; applying the calculated percentage of votes obtained according to the predicted candidates or the political party, as it is, or to normal distribution, or applying the percentage as it is by modifying a difference between early survey and end survey or applying the percentage after increasing and decreasing the difference between the early survey and the end survey to the normal distribution; and calculating the predictive percentage of votes obtained according to the candidates or the political party. The calculated percentage of votes according to the candidates is calculated again as the elected seats of the top up to the constant number of seats, respectively. In the proportional representation, the number of the elected candidates is calculated again by the d'Hondt formula.
