PROBLEM TO BE SOLVED: To provide an oxide based non-platinum catalyst granules without problems in use of oxide based non-platinum catalysts including no precious metal such as poor power generation characteristics per unit area due to low conductivity when used in a fuel cell and poor production efficiency in a process for manufacturing a catalyst ink; a manufacturing method thereof; and a catalyst ink and a fuel cell using the oxide based non-platinum catalyst granules.SOLUTION: The oxide based non-platinum catalyst granules include an oxide based non-platinum catalyst, a conductive carbon material, and a dispersant, having a spherical or elliptical shape, with an average particle diameter of 0.5 to 100 m.
