PROBLEM TO BE SOLVED: To adapt a circuit element constituting processors to software, and optimize the circuit element.SOLUTION: A circuit scale optimization device comprises: program execution control means 20 that causes a processor 10 configured to include circuit elements used for computation to execute a program; execution result acquisition means 30 that acquires a history of an input/output value of the circuit element when the processor 10 executes the program; bit usage state detection means 40 that detects at least an output bit used by the circuit element on the basis of the history of the input/output value; and correction information output means 50 that outputs correction information on a circuit scale on the basis of the usage bit of the circuit element detected by the bit usage state detection means 40.
