The arrangement has multiple supporting pillars that support multiple stabilized horizontal constructions which are drawn in, such that the buckling length is reduced. The stabilized horizontal constructions are comprised of multiple reinforced concrete slabs. The reinforced concrete slabs are designed as a ring bearer and multiple piles are enclosed and bend. Multiple stabilizing plates are installed in the piles above the waterline and below the underwater area, and are rigidly connected to the piles.
