The present invention relates to a dynamic cone penetration test device for evaluating soil compaction and a method for evaluating soil compaction, using the same. The dynamic cone penetration test (DCPT) device comprises: a penetration unit (100) having a cone (110) with a cone shape formed on the lower part thereof; a lower rod (210) having the lower end combined with the penetration unit (100) and penetrating the ground together with the penetration unit (100); an upper rod (220) which is combined with the upper end of the lower rod (210) and which has a weight (300) moving vertically thereon; a rod unit including an anvil which is fixed and combined between the upper rod (220) and the lower rod (210) and hit by the weight (300); the weight (300) having a weight through hole (301) penetrated by the upper rod (220), moving up and down, falling free from the upper part of the upper rod (220), and hitting the lower anvil (230); a weight fixing unit (400) having a fixing unit through hole (40) penetrated by the upper rod (220) and fixing or releasing the upper part of the weight (300) on or from the upper part of the upper rod (220), wherein the weight (300) falls free when the upper part of the weight is released from the upper part of the upper rod (220); and a depth measuring unit (500) installed to measure the penetration depth of the lower rod (210). The method for evaluating soil compaction, using the dynamic cone penetration test device for evaluating soil compaction, is provided to improve the accuracy and objectivity of test results, to save evaluating hours by reducing man power and to secure economic feasibility and stability.
