The present invention relates to a stamp scanner having a stamp for sealing a document in which a code image is printed and an image sensor for capturing an image of a sealing area. The stamp scanner comprises a stamp sealing detection unit (130) for detecting whether sealing is completed by a stamp on a document; an image sensor unit (120) for capturing a code image printed on the document; a code analyzing unit (110) for analyzing the code image captured by the image sensor unit (120) to be converted to code data and outputting the converted code data to a control unit (100); and the control unit (100) for receiving the converted code data to be transmitted through a communication network and controlling the operation of the stamp scanner.
