The present invention relates to a method of separating and recovering a rare earth element and a non rare earth element from a rare earth ore concentrate, and more specifically, to a method of separating and recovering a rare element and a non rare earth element from a rare earth ore concentrate, the method including: a step of sulfating a rare earth ore concentrate using a sulfuric acid; a step of water leaching a reaction product obtained by the sulfating; and a step of precipitating and recovering the rare earth element by adding a sodium sulfate after the water leaching.
