The present invention relates to a device for fixing an insulation material for construction to a wall or a ceiling of a building and a fixing method using the same. According to the present invention, the device for fixing a functional panel for construction, which is inserted into a functional panel for construction in an insertion direction and is fixed to a wall or a ceiling of a building by a fixing means, comprises: a connection member which is extended along the insertion direction; a fixing member which has a passage through which the fixing means passes and is coupled to an end of the insertion direction of the connection member; and a pressure member which has a contact plate wider than the connection member and is coupled to an opposite end of the insertion direction of the connection member.
