The present invention relates to a method to evaluate water level effects of vegetation. According to the present invention, rivers are classified into large, middle, or small rivers according to the valley area of the rivers or expected flood discharge in order to build a vegetation model about the rivers; a water level analysis result by one-dimensional HEC-RAS and second dimensional RMA-2 models before the vegetation model is built is compared to a water level analysis result by the one-dimensional HEC-RAS and second dimensional RMA-2 models when the vegetation model is applied by using a numerical model; and water levels before and after the vegetation are compared to each other using a vegetation freeboard equivalence (VFE) and a vegetation safety factor. Therefore, provided is a method to evaluate the water level effects of the vegetation using the vegetation freeboard equivalence and the vegetation safety factor capable of evaluating the effects of the vegetation on water levels.
