The present invention relates to a waterproof device for a flood prevention bank which prevents the loss of the bank on a riverside road and a rail from local heavy rain to prevent the accidents caused thereby, to protect valuable lives and property, and to minimize the flood damage. According to the present invention, the waterproof device includes a support rod (300) having fastening members (350) and fastening holes (351) formed on the left and right sides thereof, a sand bag (100) having fastening bars (500) and fixing plates (550) firmly connected on both ends thereof by means of rivets or bolts and nuts (650), opening and closing means (400) disposed on the sand bag (100), and a pin (200) and a connection plate (210) disposed on the underside of the support rod (300), wherein the fastening bars (500) are slidingly fitted to the fastening holes (351) for allowing the sand bag (100) to be stably supported against the support rod (300).
