An aspect of the present invention is to provide an apparatus for the simultaneous elution of oil and heavy metal in combined pollution soil that is capable of efficiently removing not only the oil but also the heavy metal by allowing the thermal effect of high-temperature and high-pressure steam and the chemical desorption effect for removing the oil or the heavy metal to act complexly based on friction crushing following a physical friction of a friction pulverization unit. The apparatus for the simultaneous elution of oil and heavy metal in combined pollution soil using thermal stress crushing according to this embodiment of the present invention including a chemical tank that provides a cleaning agent for the chemical treatment of soil subjected to combined pollution due to oil and heavy metal; a heater that supplies steam and hot water at the same time for the thermal treatment of the combined pollution soil; and a friction pulverization unit that performs a physical treatment through the induction of collision and friction between combined pollution soil particles and is based on the thermal treatment and chemical treatment while using the cleaning agent provided by the chemical tank and the steam and the hot water provided by the heater.
