The present invention relates to integral chemical mixing type settling tank and a high efficiency water treatment apparatus using UV-TiO2 photocatalyst. The present invention uses time difference depending on the inflow material and concentration, which is 2-10 times shorter than chemical mixing and coagulating times; the turbidity is not higher than 1NTU, SS is not higher than 1ppm, and the cost and area for installation can be reduced by not installing a big and broader settling tank and small chemical mixing tank. As necessary a turbidity sensor is installed to selectively inject the moderate concentration of chemicals, which leads an optimized coagulation. Therefore, high efficiency of settling is possible in a short time; and the cost for maintenance can be reduced. By installing a photocatalyst oxidation tank having TiO2 coated-UV lamp, the quality of the water can be improved and the process water can be used for various purposes.
