The present invention relates to a work bridge and a simultaneous construction method between an upper layer and a lower layer in paving a bridge or a road with concrete using the same, wherein the work bridge and the simultaneous construction method are capable of spreading and curing the upper layer due to a modified concrete leaving an interval of two to three hours based on timing in which the slab concrete of the bridge or slab concrete for paving the road is placed in the lower side of the upper layer while the lower layer due to the slab concrete of the bridge or slab concrete for paving the road is not hardened. As such, not only does the said invention reduces the construction costs by reducing the working processes and the workers, but also improves the durability by thoroughly bonding the heterogeneous concrete between the layers.
