The present invention relates to a low band gap polymer which an electron donor-acceptor is cross-repeatedly introduced, an organic optoelectronic device and organic solar cells using the same, and more specifically, to a novel type of a low band gap polymer which an acceptor compound comprising a functional group attracting electrons is cross-repeatedly introduced in an electron donor compound consisting of one or more aromatic monomers thereby reducing dihedral angle, an organic optoelectronic device which improves power conversion efficiency (PCE) by using the same as photoelectric transformation materials, and organic solar cells taking the same.
