The present invention relates to a fuel preheating and exhaust gas recirculating partial premixing type thermal storage type oxy-fuel combustion apparatus and a combustion method using the same. More specifically, the present invention relates to a fuel preheating and exhaust gas recirculating partial premixing type thermal storage type oxy-fuel combustion system which comprises: a thermal storage chamber including a first combustion unit, a second combustion unit, and a combustion chamber which is installed between the first and the second combustion unit and into which oxygen and fuel are injected so that combustion can be generated; an oxygen nozzle channel installed between the combustion chamber and the thermal storage chamber, allowing the part of exhaust gas-mixed oxygen to be injected into the combustion chamber after receiving the part of the exhaust gas-mixed oxygen preheated in the thermal storage chamber in a combustion mode, and receiving exhaust gas generated in the combustion chamber in a thermal storage mode; and a fuel nozzle channel receiving the rest of the exhaust gas-mixed oxygen preheated in the thermal storage chamber in the combustion mode, allowing the exhaust gas-mixed oxygen to be injected into the combustion chamber after receiving the exhaust gas-mixed oxygen, which is preheated after exchanging heat with the thermal storage chamber in the thermal storage mode, through a fuel supply pipe, and receiving the exhaust gas generated in the combustion chamber in the thermal storage mode, wherein the first combustion unit and the second combustion unit have thermal storage bodies respectively, and receiving and heating the exhaust gas in the thermal storage mode and receiving and preheating the exhaust gas-mixed oxygen in the combustion mode respectively.
