The present invention relates to a method of manufacturing metal nanoparticles where carbon having pores is coated, and metal nanoparticles where carbon having pores manufactured thereby comprising: (step 1) a step for manufacturing a metal precursor solution by dissolving a metal precursor in a solvent including carbon; (step 2) a step for manufacturing a metal nanoparticle including carbon by radiating ultrasonic waves to the metal precursor solution in the step 1; (step 3) a step for drying and extracting the metal nanoparticle including carbon from the metal precursor solution where the ultrasonic waves in the step 2 is radiated; and (step 4) a step for heat treating the metal nanoparticle including carbon in the step 3 at 800-1200C. According to the present invention, metal nanoparticles on which carbon, which an ion freely accesses to, is coated can be manufactured in quantity since a surface of the metal nanoparticle can be evenly coated with the carbon, and pores can be formed in a carbon layer.
