Disclosed are an indoor signal coverage-based communication system, a device and a method. A content comprises: in an indoor signal coverage area, deploying a central control device and multiple distributed control devices that communicate through a local wired or wireless network; and when a mobile terminal enters the indoor signal coverage area from a macro base station signal coverage area, the central control device, according to location information of the mobile terminal that moves after entering the indoor signal coverage area, determining an area where the location information belongs, selecting a distributed control device and sending a scheduling instruction to instruct the distributed control device to provide wireless communication for the mobile terminal through a dedicated channel. Compared with prior art, an operation for the mobile terminal to switch within the indoor signal coverage area is managed by the central control device and does not need to be reported to a core network side, reducing a signaling overhead of a core network, saving a network resource of the core network, reducing integral interference of the communication system, and implementing good communication within the indoor signal coverage area.
