The present invention, by using attribute information stored in local storage of a terminal, when accessing a page of a domain for which attribute information exists, is capable of taking into consideration, in addition to attribute information of the domain, the attribute information stored in the local storage (S6), and therefore, is capable of providing more effective targeted advertising. In addition, the present invention, even when accessing a page of a domain for which attribute information does not exist, is capable of taking into consideration the attribute information stored in the local storage, and therefore, is capable of determining more suitable targeted advertising.
