The purpose of the present invention is to provide a radar signal processing device capable of accurately detecting the moving speed of a target even when a reflection spot changes corresponding to target motion. With this device, a time series phase data generator (3) generates time series phase data in a range bin of interest on the basis of a range profile that indicates the phase of a reflected wave from the target in each range bin. A phase rotation time series data generator (4) generates time series data for the amount of phase rotation by partitioning the time series phase data into prescribed time lengths and measuring the amount of rotation in the phase generated in the partitioned time lengths. A pattern matching unit (6) matches patterns of generated phase rotation time series data to a template for phase rotation time series data that is defined by distance and moving speed. A speed detector (7) detects the moving speed of a target on the basis of the pattern matching results.
