[Problem] To provide a disaster victim relief network system which allows victims of a disaster to quickly and efficiently find an optimal emergency shelter and achieves protection of privacy and alleviation of stress. [Solution] An emergency accommodation recommendation server device (10) and terminal devices (20) are connected over a network (30). The emergency accommodation recommendation server device (10) is equipped with: a disaster area range database (123) which is formed by storing information of a disaster area range after occurrence of the disaster; a registrant basic database (125) for a plurality of registrants which is formed by registering addresses, names, means of contact, and the like; and a recommendation status database (127) which is formed by storing the state of presence or absence of recommendation of each registrant home. In addition, the server has an emergency accommodation recommendation processing program (111) which, for each disaster registrant having an address within the disaster area range, selects a non-affected registrant home having an address outside the disaster area range, lists the selected unaffected registrant as a recommended registrant in a shelter list, and transmits the shelter list to the terminal device (20) of the disaster registrant.
