An image angle variation detection means (81), on the basis of fixed-point information that includes the position of a fixed point specified from the image angle of an imaging device and a feature quantity indicating the features of the fixed point, detects the image angle variation of the imaging device from an image taken by the imaging device. A status determination means (82) determines that the image angle of the imaging device has changed in a case where a change in image angle variation has stabilized for a fixed period of time.
