The present invention allows analysis of a most important shared risk from a perspective of effects to a service. The present invention is provided with: a shared risk management unit which, for each shared risk factor upon a system, manages information for apparatuses and applications for which the shared risk factor imparts an effect; an apparatus characteristics management unit which manages information related to the characteristics of the apparatuses and the applications; a service characteristics management unit which, for each service provided by the system, manages information for applications necessary for provision of the service; and an effect calculation unit which calculates the effect to the system of each shared risk factor on the basis of the information for the apparatuses and the applications for which the shared risk factor imparts the effect, and the information for the applications necessary for the provision of the service.
