PPROBLEM TO BE SOLVED: To reduce the burden on a user due to making the user consciously select and designate a URL that is different for each version number of an application file (AP) corresponding to a terminal device. PSOLUTION: An application server includes a storage unit (business AP storage unit 33) for storing APs of a plurality of version numbers; a menu-screen creation unit 31B for creating a menu screen; a version-number managing unit 31C for managing the version numbers of the APs for every terminal device; and a business execution unit 31DA, that operates in accordance with the AP of the particular version number designated by a URL sent from the terminal device, in accordance with the APs of the plurality of version numbers stored in the storage unit; and the menu-screen creation unit sets the version number of the AP, corresponding to each individual terminal device as the particular version number, creates a menu screen for each terminal device while associating each business item with the URL for accessing the AP of the particular version number, and transmits the menu screen to each terminal device.
