PROBLEM TO BE SOLVED: To provide a quality control apparatus which are capable of preparing a quality report on software development while collecting information if it is missing for the preparation of the quality report, and to provide a quality control system, a quality control method, and a program.;SOLUTION: A quality control apparatus 11 includes: a data acquisition section 12 for acquiring quality information containing at least information indicating progress in development and information indicating an occurrence state of bugs from terminal devices 21 to 23 used to implement a development project; and a report preparation section 13 for preparing a quality report using the information acquired by the data acquisition section, determining whether any information is missing in the prepared quality report, acquiring, if there is missing information, the missing information from a development result database 31 holding results of the development project with respect to each phase, and adding the acquired information to the quality report.;COPYRIGHT: (C)2013,JPO&INPIT
