PROBLEM TO BE SOLVED: To enable proper guide at any time according to a use language and a guide area.;SOLUTION: A bot participation processing unit 11 makes a bot participate in an SNS(Social Networking Service). A navigator recruitment processing unit 12 recruits navigators enabling guide of a prescribed area using a prescribed language, and establishes friendship on the SNS between the bot and the navigators having applied. A control unit 110 acquires a guide requirement having been posted on the SNS from a user having the friendship with the bot on the SNS through a communication I/F 102.
