PPROBLEM TO BE SOLVED: To solve such a conventional problem that a primary flow line which is a route which people mainly move cannot be outputted. PSOLUTION: The primary flow line which is the route people mainly move, is outputted by a primary flow line outputting device equipped with: a map storage part which stores a map including one or more pieces of area information which are information about one or more areas including routes which people move; a data collection part which obtains area movement information which is information indicating that people have moved one or more areas and the information including moving direction information which is information indicating the moving direction, a number-of-moving-people obtaining part which obtains the number of people who have passed each area for each direction by using area movement information including the obtained moving direction information; a primary flow line information obtaining part which obtains first primary flow line information which is information constituting a route which indicates a primary flow of people by using the number of people in each direction who have passed through each area which the number-of-moving-people obtaining part has obtained; and a primary flow line outputting part which outputs the first primary flow line information which the primary flow line information obtaining part has obtained.
