PPROBLEM TO BE SOLVED: To provide a program creation device for more easily creating digital content with a good appearance. PSOLUTION: Two corresponding images (main image 100B and a sub-image 100A) similar in drawing content are selected. A function implementation area 102B is specified by a user on a main image. The image of the area 102B is segmented as a display image 100BX of a function implementation area. When the main image 100B and the sub-image 100A overlap, an image positioned in the same coordinate area as the display image 100BX of the function performance area is segmented as an image 100AX. At the same time, a program for superimposing the display image 100BX and the image 100AX on the coordinate area where the main image 100B has been segmented so that only the display image 100BX can be viewed, is automatically written, and a program for switching the image to be viewed from the display image 100BX to the image 100AX when a browser performs a mouse over operation to the coordinate area, is automatically written.
