PROBLEM TO BE SOLVED: To provide a packet loss rate estimating device able to estimate a packet loss rate with high accuracy.;SOLUTION: The packet loss rate estimating device 100 includes: a packet reach rate capturing section 101 that captures a packet reach rate from a transmitting device that transmits a preset number of packets per unit time, the packet reach rate being the number of packets received per unit time by a receiving device connected to the transmitting device so as to be able to communicate with it via a network; a first probability distribution capturing section 102 that captures a first probability distribution, which uses the packet reach rate as a probability variable, based on the captured packet reach rate; and a packet loss estimating section 103 that estimates the probability that the packet reach rate would become equal to a predetermined threshold packet reach rate or below, based on the captured first probability distribution, as a packet loss rate, which is the probability that the packet would be lost in the network.;COPYRIGHT: (C)2012,JPO&INPIT
