PROBLEM TO BE SOLVED: To solve a problem that when there is not a trustworthy third person, regarding circulation of personal information, alteration of transmitted and received personal information cannot be detected.SOLUTION: A personal information management device issues a personal information registration certification corresponding to personal information one to one, and sends the issued personal information registration certificate via a user terminal to a service providing device. The user terminal confirms that the personal information management device has not altered the personal information by confirming the personal information registration certificate. Further, when personal information is transmitted or received, the service providing device confirms that the personal information management device has not altered the personal information through confirmation executed by the user terminal and the service providing device as to relationship between the personal information registration certificate and the personal information. Furthermore, the personal information management device confirms that the service providing device has not altered the personal information by adding a signature when sending the personal information.
