Preserved each piece of rainfall intensity data R1-R12 is re-preserved as rainfall intensity conversion data R1'-R12' that are obtained by converting the former preserved data into conversion values (range center values: an embodiment 1) predetermined in response to rainfall ranges where each one of former preserved values is included.
