PROBLEM TO BE SOLVED: To provide a propagation characteristic estimation device capable of reducing a calculation load and saving memory capacity required for executing calculation while improving calculation accuracy of a propagation characteristic estimation value.SOLUTION: A propagation characteristic estimation device for estimating a propagation characteristic in a radio communication system comprises: a topographical database previously storing topographical data; a building database previously storing building data; profile creation means for creating a profile which adds height of a building to each position of the building between transmission and reception spots, by referring to topographical data stored in the topographical database and building data stored in the building database; diffraction loss calculation means for calculating a diffraction loss by referring to the profile; line-of-sight propagation loss calculation means for calculating a line-of-sight propagation loss; and propagation characteristic estimation means for calculating an estimation value of the propagation characteristic on the basis of the diffraction loss and line-of-sight propagation loss.
