The device has a screw-locking device connected to a set of cables (3) that is provided with a set of floats placed across a water way. The screw-locking device consists of a base (31) supporting an axle (37) on which a reel (6) is mounted. A set of arms (8a, 8b) is articulated on the base. The arms are tightened by a release mechanism. An inadvertent winding of the cables is prevented by a blocking device (36) that is designed to release the reel only in the event of impact of a ship.
