The device has a sound-absorbing and/or sound-damping plate directly covered and/or surrounded on tires or wheels of road- and/or rail vehicles, such that the plate reaches a road or a track as deep as possible. The plate has a single-layer structure made of stable, strong material such as metal plate, or a multi-layer structure made of metal plate. A sound-isolating mass i.e. non-putrescible foam material, is provided at an inner side of the plate. The device is formed as an opened funnel at the middle of the vehicle.
