Encoder for encoding image data based on designated bit rate - has controller that changes designated bit rate from first bit rate to second bit rate, during encoding of objective image based on amount of target bits
The encoding method involves the target amount of a bit T(j+ 1) being allocated to a picture (j+1) to be encoded, which is operated by using an amount of bit R(j+1) being allocated to a picture to be encoded following the picture (j+1) to be encoded. When encoding is performed at a first bit rate up to a picture (j) during the course of a GOP and at a second bit rate for the picture (j+1), the amount of bit R(j+1) being allocated to the picture to be encoded for operating the amount of target bit T(j+1) is corrected to the amount of bit R(j+l) for the picture to be encoded when encoding is performed at a second bit rate starting with the head picture of the GOP. An independent claim is included for an encoder.
