PURPOSE: A photoelectric oscillator and a dual loop modulation method are provided to secure an adequate delay of a signal by a long optical fiber and to effectively filter a spurious tone around an oscillation signal by an oscillator effect through a short optical fiber loop. CONSTITUTION: A photoelectric oscillator includes an RF amplifier, a master laser diode, a slave laser diode, and a photo diode. An optical fiber is connected between the master laser diode and the slave laser diode. A different optical fiber having a second length is connected between the slave laser diode and the photo diode. The photoelectric oscillator generates a long loop. The photoelectric oscillator generates a short loop along a route including the RF amplifier, the slave laser diode, and the photo diode.
