PURPOSE: A building design system having high energy efficiency through a simulation and a building design method using the same are provided to offer a building design of the high energy efficiency by simulating an element of climate, an amount of solar radiation, and a site property. CONSTITUTION: A carbon reduction goal setting module (S1) sets up a carbon reduction target value and an environmental information collecting module (S2) collects environment information regarding an element of climate, an amount of solar radiation, and a site property. A building outer shape decision module (S3) simulates the environmental information and determines optimum bearing of a building capable of minimizing cooling-heating loads. The building outer shape decision module determines the optimum shape of the building in order to accomplish the carbon reduction target value by estimating an energy load amount by the amount of solar radiation. A building outer cover design module (S4) determines an outer cover of the building so that the energy load amount becomes a maximum value by estimating the energy load amount by the amount of solar radiation. A building inside wall design module (S5) determines arrangement of an inner wall of the building so that air current circulation and ventilation are smoothly progressed by measuring the flow of an air current of building inside and outside.
