PURPOSE: A method for video forensic marking using dual domains of two dimensional discrete wavelet transform (2D-DWT) and three dimensional discrete cosine transform (3D-DCT) and discrete fractional random transform (DFRNT) and an apparatus thereof are provided to configure an insertion key by using three parameters of the DFRNT, and use a rotation degree of scrambling transformation as a forensic mark generation key and a reconstruction key, thereby improving security.;CONSTITUTION: A forensic mark generator includes a block encoder (102) and a scrambling transformation unit (104). The block encoder encodes insertion target information (108) through a block coding method. The scrambling transformation unit transforms the coded information into a forensic mark (110) by using a generation key (106). A forensic mark reconstruction unit includes a scrambling transformation unit (404) and a block decoder (402). The scrambling transformation unit transforms the forensic mark by using a forensic mark reconstruction key (406).
