PURPOSE: A method for improving image definition based on an image change size is provided to minimize noise in an image having a small image change size by adjusting the energy size of a high frequency component depending on the image change size. The device calculates an image change size of the space area of a unit image block from a coefficient of the unit image block(S200). The device calculates a definition strength parameter and calculates a definition weighted value from the calculated definition strength parameter(S300,S400).
