PURPOSE: A coating solution for forming an insulation film on a grain-oriented electrical steel sheet, a method for manufacturing thereof, and a method for forming an insulation film on a grain-oriented electrical steel sheet by using the solution are provided to make a grain-oriented electrical steel sheet not including chrome oxide for being favorable to environment and having high tensile stress.;CONSTITUTION: A coating solution for forming an insulation film on a grain-oriented electrical steel sheet comprises core-cell nano particle of 0.05-70 weight %, and phosphate of 30-99.5 weight %. The core-cell nano particle includes a core consisting of magnetic nano particles, and a cell having at least one functional group being combined on the surface of the core. The magnetic nano particle includes at least one metal selected from a group consisting of Fe, Co, Ni, Pt, and Mn, or its oxide. The cell is at least one metal selected from among Si, Al, Mn, Zr, and Ti, or a form of its oxide bonded with hydroxyl. The cell has the chemical formula of SiOm(OH)n. The diameter of the core-cell nano particle is 1-500nm.
