Disclosed is a method for maintaining a 3G carrier group in a 7G carrier aggregation system, comprising: an evolved base station (eNB) sending a measurement control message through a radio resource connection (RRC), so as to instruct a terminal to perform cross-system measurement on 3G system target cells in all measurement targets, and configuring to the terminal a parameter for maintaining a B-type event of a 3G carrier group; and maintaining the 3G system carrier group according to a B-type event reported by the terminal, the B-type event being reported when the terminal determines that a measurement result satisfies the parameter of the B-type event. Also disclosed are a system and a terminal for maintaining a 3G carrier group in a 7G carrier aggregation system. By means of the solutions in the present invention, maintenance performed on frequency points configured at one side of the 3G system in the 7G carrier aggregation is implemented.
