The invention relates to a method for binding, to a cationic substrate (4), anionic active molecules (3) exhibiting an especially physical, physicochemical, chemical, biochemical or biological activity against unwanted organisms or phenomena. According to said method: at least one complex (5) comprising at least one anionic active molecule (3) and at least one binder (6) is created; at least one complex (5) is bound to a cationic substrate (4), creating at least one ionic bond (8) between said cationic substrate (4) and an anionic active molecule (3) of such a complex (5), and at least one covalent bond (7) between said cationic substrate (4) and a binder (6) of such a complex (5). The invention also relates to a cationic substrate (4), to a method for producing such a cationic substrate (4), and to an active element (1) comprising a cationic substrate (4) and anionic active molecules (3) exhibiting an especially physical, physicochemical, chemical, biochemical or biological activity against unwanted organisms or phenomena. The invention further relates to a chemical composition for implementing such a method and/or to be associated, as required, with a substrate (2) or a cationic substrate (4).
