A thick high strength steel sheet for high heat input welding having small deviation of low temperature toughness in a parent material and excellent toughness in a heat affecting zone and manufacturing method therefore are provided to acquire low toughness without deviation by minimizing the maximum grains and prescribing a chemical composition strictly. A thick high strength steel sheet for high heat input contains 0.03~0.08wt.% of carbon, 0.05wt.% and below of silicon, 1.4~1.7wt.% of manganese, 0.01~0.06wt.% of aluminum, 0.05wt.% and below of phosphorus, 0.01wt.% and below of sulfur, 0.20~0.40wt.% copper, 0.20~0.60wt.% of nickel, 0.005~0.015wt.% of niobium, 0.005~0.03wt.% of titanium, 0.0005~0.0030wt.% of boron and 0.0030~0.0090wt.% of nitrogen.
