Method in order to encode the group of picture at target bit rate is claimed patent. Preanalysis procedure (105), is executed in order to create consecutive parameter, concerning each frame inside the group of picture. It is executed next, thing pretreatment procedure, the aforementioned group of picture (115) from concerning the frame which is selected, as a result, the parameter which it is related to the frame which is selected is renewed, but the parameter which it is related to the not yet coded frame from the group of picture is the same way. Next, when the frame is really encoded, it allots the parameter of these two groups and, in order for bit rate to be guaranteed for encoding operation, it is used in order to decide the allotment bit rate for the frame (125). It is possible to differ from allotment bit rate and the target bit rate for the group of picture, the quantization level which it is related to allotment bit rate may differ from the quantization level which it is related to the actual bit rate which is used in order to encode the frame.
