PROBLEM TO BE SOLVED: To provide a ballot sorter capable of freely setting a rate of becoming questionable votes.;SOLUTION: A ballot is read by a reading means. A determining means determines whether it is a valid vote from the read content. A tolerance changing means changes tolerance for determining the ballot as the valid vote. The ballot is sorted by a sorting means according to the determined result of the determining means. Since the tolerance for determining the ballot as the valid vote can be changed, the rate of becoming questionable votes can be freely set corresponding to the different operation of an election administration commission and a local government according to an election, and a vote counting time can be shortened.;COPYRIGHT: (C)2010,JPO&INPIT
