PPROBLEM TO BE SOLVED: To provide, for example, a heat storage agent which can store much cold heat in the temperature range of 3-16C, has a high supercooling preventing effect, and can keep the supercooling preventing effect even after the freezing and melting of the hydrate are frequently repeated, to provide an aqueous solution which enables the formation of a clathrate hydrate serving as the principal component of the heat storage agent, and to provide a method for producing the clathrate hydrate. PSOLUTION: There is prepared an aqueous solution containing tetra-n-butylammonium bromide and tri-n-butyl-n-pentylammonium bromide as solutes, containing tetra-iso-pentylammonium bromide as a supercooling inhibitor and having a tetra-iso-pentylammonium bromide/(tetra-n-butylammonium bromide+tri-n-butyl-n-pentylammonium bromide) weight ratio in a specified range. The aqueous solution is cooled to the hydrate formation temperature or lower to produce a clathrate hydrate. The heat storage agent contains the clathrate hydrate as a principal agent.
