PROBLEM TO BE SOLVED: To specify a portion or a cause that generates a failure on a network.;SOLUTION: An apparatus includes: a means for obtaining communication data via a data relay device from a server; a means for monitoring the obtained communication data to specify a first network quality; a means for detecting a drop of the first network quality; a means for receiving relay data network quality information sent as a result of monitoring the communication data relayed in the data relay device from the data relay device, thereby specifying a second network quality; a means for specifying a third network quality from the first network quality and the second network quality; and a means for notifying failure cause information obtained by correlating information of the third network quality with information on the detected drop of the first network quality when the drop of the first network quality is detected.;COPYRIGHT: (C)2010,JPO&INPIT
